After the independence of Latvia was renewed, new legal and statal structures for a sovereign democratic state had to be developed. In the 90s of the 20th century the basis for the rule of law was created. The ideas and the means for the creation of the state under rule of law were delivered by jurisprudence. It recurred to the works of Latvian jurists of the 20s and 30s as well as to works of foreign authors. The most important contribution was made by the jurists of the University of Latvia, which spread and promototed the understanding for the rule of law.
A Latvian saying goes: Riga will never be finished. Likewise, the rule of law will never be completed. The new generation of Latvian jurists energetically pursues the consolidation and the development of the doctrine of the rule of law.

Pēc Latvijas Republikas neatkarības atjaunošanas nācās veidot valsts varas struktūras un likumus, kas atbilst suverēnas un demokrātiskas valsts vajadzībām. XX gs. 90.tajos gados Latvijā tika likti pamati tiesiskas valsts pastāvēšanai. Izpratni un līdzekḷus, kas sekmē tiesiskas valsts veidošanos, izstrādāja tiesību zinātnieki. Tika izmantoti XX gs. 20. un 30. gadu juristu darbi, ārvalstu autoru darbi, bet būtiskāko ieguldījumu sniedza Latvijas Universitātes juristi, kas palīdzēja Latvijā izprast tiesiskas valsts būtību. „Rīga nekad nav gatava“, teikts latviešu parunā. Arī tiesiska valsts nav uzbūvējama pilnībā. Tāpēc Latvijas jaunā juristu paaudze turpina darbu pie tiesiskas valsts nostiprināšanas, veidojot doktrināros pamatus.
